Bill gained his first employment with the TGWU in 1973.

He has held many public appointments during his career including the Commission for Racial Equality, the Employment Appeals Tribunal, the Council of ACAS, the Court of the Bank of England, the Royal Commission on the reform of the House of Lords, and the Commission for Integrated Transport. He also has served on Advisory Councils of the BBC, the Independent Broadcasting Authority and the Economic and Social Affairs Committee of the European Union.

His contribution to the trades union movement and to broader community has been recognised by many UK universities having a number of honorary degrees, being a member of court, or by serving as a governor.
